Pre-Disaster Mitigation and Flood Mitigation Assistance grants

Good Afternoon,

We are pleased to announce an update for the 2017 Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA) grant programs. Congress has allocated $100 million towards PDM and $175 million for FMA. The Federal Emergency Management Agency (FEMA) is assessing how they will distribute the funds nationwide. We expect to receive additional guidance on applications, timelines, and state allocations (if any) within the next few weeks, and when we do we will distribute the guidance.

As a reminder, the PDM Program is authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide financial assistance to implement mitigation measures. The funding is distributed on a nationally competitive basis and is subject to a 75% federal/25% non-federal cost share. Sub-applicants are responsible for the 25% non-federal share. Eligible applicants for the PDM program are state, local, and tribal governments. Local governments include county and municipal governments, as well as special purpose districts.  All applicants must have a FEMA approved hazard mitigation plan that has been updated within the last five years.  Eligible activities under PDM FY 2017 include mitigation projects and mitigation plans.  Private citizens and non-profit organizations are not eligible to apply directly for funding, but eligible entities may apply on their behalf.
