Assists in the coordination of preparedness, planning, response, recovery and mitigation of natural and man-made disasters, technological hazards, acts of terrorism, weapons of mass destruction or wartime events that may impact Spartanburg County. Responsible for the administration of all HAZMAT-related grants and programs. This position is required to coordinate activities with local, county, state and federal government agencies and other supporting organizations. Work is performed under general supervision of the Emergency Management Coordinator. This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, peripheral vision, preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, hazards, atmospheric conditions, oils, and wearing a self-contained breathing apparatus. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment. ESSENTIAL FUNCTIONS/TYPICAL TASKS: Develops, coordinates, implements and evaluates technological hazard emergency response training programs. Assists local and county government, first responders, businesses and industries within Spartanburg County assess hazardous materials response needs and requirements, and works with respective departments to develop appropriate plans and training programs, and mutual aid response partnerships. Delivers training classes and develops exercises in conjunction with the Emergency Services Training section. Serves as the coordinator for the Spartanburg County HAZMAT team; Maintains HAZMAT-related equipment; Coordinates HAZMAT-related communications systems; Coordinates HAZMAT team training and deployment; Serves as the county point of contact for all HAZMAT planning and response; Maintains SARA/Tier II reporting databases; Serves as chair of the Spartanburg County Local Emergency Planning Committee (LEPC) and related activities; Establishes and directs objectives for the LEPC and sub-committees; Creates, prepares and maintains HAZMAT preparedness, response and recovery plans; Coordinates site visits to industries with first responders; Maintains HAZMAT team personnel records; maintains and updates program policy and standard operating procedures for team response, and records on equipment, policies and training; Manages all HAZMAT-related computers, software and databases; Submits annual budget recommendations to the Emergency Management Coordinator; Administers and manages all Hazardous Materials Education Program (HMEP) grant related activities; Responds on a twenty-four-hour basis to emergencies and disasters, as well as regular on-call duty officer rotations; works at disaster location or in the county emergency operations center providing coordination, direction and control, and support of on-scene operations; Assists with maintaining emergency management equipment and facilities; Supports county CERT training and activations; Coordinates with the Emergency Services Training Section, the SC Emergency Management Division, SC Fire Academy, SC DHEC, FEMA, OSHA and other regulatory authorities to ensure appropriate training standards and requirements are maintained for HAZMAT response capabilities; Manages the distribution of emergency management educational materials at public events, meetings, fairs, festivals, etc; Develops and conducts presentations for businesses, schools, civic organizations and community groups, and emergency response agencies concerning emergency preparedness, HAZMAT, severe weather safety, etc; Performs related tasks as required. KNOWLEDGE, SKILLS, AND ABILITIES: Comprehensive knowledge of the methods and procedures of HAZMAT and emergency management operations; comprehensive knowledge of state and federal regulations governing emergency services; thorough knowledge of the geography of Spartanburg County and surrounding areas; ability to write and update emergency plans; thorough knowledge of state and federal emergency management HAZMAT grant programs; ability to operate communications/computer/telephone equipment and systems; ability to plan, organize and direct responses to HAZMAT incidents with outside agencies; ability to establish and maintain working relationships with associates, community partners and government officials. EDUCATION AND EXPERIENCE: An Associates Degree from an accredited college or university in Emergency/Disaster Management or related public safety field; minimum of 3 years experience in closely related emergency services field and HAZMAT-related training, exercise and response activities. SPECIAL REQUIREMENTS: Must possess, or obtain, and maintain certifications (instructor desired) in Hazardous Materials Technician, Hazardous Materials Operations, and Radiological Monitoring within 1 year from date of hire. Must possess or obtain within 3 years from date of hire an Emergency Management Certification (CEM) from the International Association of Emergency Managers (IAEM) or South Carolina Emergency Management Association (SCEMA), and certifications in Community Emergency Response Team (CERT), Basic CPR/First Aid and Emergency Medical Responder. Possession of appropriate driver’s license valid in South Carolina.
