Summary Objective The purpose of this position is to perform administrative and managerial duties involved in planning, organizing, and directing overall activities of the Clarendon County Fire Department. This class formulates long-range goals for the organization, develop policy and position papers and negotiates with the chief administrative officer and/or elected officials. Essential Functions The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. • Studies present and future needs of the community and department. • Establishes goals and objectives for department. • Works with administrative staff to design programs and services to meet the goals and objectives. • Allocates existing resources to best implement programs and services. • Makes recommendations for ways to solve problems or improve service. • Determines future personnel, facility, and other resource needs. • Works closely with Office of Emergency Management in planning, evaluating, and administering disaster drills and related programs of mutual concern to both departments. • Meets with recognized representatives of employees regarding job-related concerns. • Reads reports and performs statistical analyses. • Prepares or directs preparation of various reports. • Directs the annual budget preparation of department. • Monitors expenditures. • Analyzes firefighting and prevention policies. • May assume command at multiple-alarm fires. • May assist with planning fire defenses. • Determines location and design of new fire stations. • Coordinates fire protection plans with surrounding communities. • Keeps abreast of new methods and/or equipment used in fire control and/or fire prevention. • Coordinates activities with state and local officials during emergencies. • May assume command of major disaster situations. • Performs related work as assigned. Minimum Education and Experience Requirements: • Bachelor’s Degree in Fire Science, Business Administration or related major. • Twelve (12) years of fire suppression experience of which five (5) are in a supervisory position or an equivalent combination of education, training and experience. Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations. Unavoidable Hazards (Work Environment): Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. • Involves routine and frequent exposure to: ­ Bright/dim light; Dusts and pollen. ­ Extreme heat and/or cold; Wet or humid conditions. ­ Extreme noise levels, Animals/wildlife. ­ Vibration; Fumes and/or noxious odors. ­ Traffic; Moving machinery. ­ Electrical shock; Heights. ­ Radiation; Disease/pathogens. ­ Toxic/caustic chemicals; Explosives; Violence. ­ Other extreme hazards not listed above. Special Certifications and Licenses: • IFSAC Firefighter II. • IFSAC Hazardous Materials Operations. • Paramedic, Emergency Medical Technician, Advanced Emergency Medical Technician. • National Registry Emergency Medical Technician Certification. • South Carolina Emergency Medical Technician Certification. • Must possess and maintain a valid state driver’s license with an acceptable driving history.
