Murrells Inlet-Garden City Fire District ***JOB POSTING*** DIVISION CHIEF-EMS The Murrells Inlet-Garden City Fire District is now accepting resumes from strongly motivated, task-oriented individuals for the position of Division Chief-EMS. This position requires an individual who possesses a combination of knowledge, experience, skills, and abilities best suited for our forward-thinking and ever-growing Department. Service Area & Operational Structure The Murrells Inlet-Garden City Fire District was formed in 1966 by the SC State Legislature and covers approximately 25 square miles, located on the coast of South Carolina just south of Myrtle Beach. The MIGCFD is a special purpose fire district that provides fire and EMS response in two counties. A six-person Board of Directors controls the management of the MIGCFD with the operations of the District vested in the Fire Chief. Following the Fire Chief in the administrative offices is the Assistant Fire Chief, and three Division Chiefs: Training, Fire & Life Safety, and EMS. For non-administrative staff, the MIGCFD operates on a 24/48 schedule with 18 full-time personnel per shift led by a Battalion Chief. The MIGCFD currently operates out of 4 stations with three Engines and one Quint as first due fire apparatus and provides EMS response with three full-time ALS ambulances and one peak-hours ALS ambulance. The MIGCFD also has several specialty rescue programs: Surf Rescue, Boat Rescue, High Water Rescue, Hurricane Response, and UAS. The MIGCFD is a certified regional training site for Rescue Training International and has several instructors that teach rescue courses in various modalities throughout the Southeast. Call Volume The MIGCFD provides emergency fire and medical response to an area that houses approximately 30,000 full-time residents and a tourist population that surges throughout the summer months. The MIGCFD currently runs an average of 6,000 calls per year, with a projected volume of 8,000 calls for 2021. The MIGCFD is one of the busiest departments on the strand regarding calls per square mile of the service area. Currently, 80 percent of all calls in the District are EMS-related. Job Summary The Division Chief-EMS is a non-exempt position that operates customarily on a 40-hour workweek, with nights and weekends as necessary for significant emergencies or issues. A take-home vehicle is available for this position, dependent upon distance from the residence to the borders of the Fire District. The Division Chief-EMS is responsible for all aspects of the EMS program for the MIGCFD, and those aspects are listed in greater detail in the job description that will follow this notice. Any documents received with a postmark after 09/15/21 will be discarded*** Selection Process The Division Chief-EMS for the MIGCFD must possess a combination of skills and abilities which demonstrate leadership, supervisory knowledge, effective personnel management, strategic planning, and budgetary skills that are strongly supported and were cultivated through management level experience in a Fire Rescue agency or like field. In lieu of specific minimum qualifications for the position, a selection of finalists for the Division Chief-EMS position will be based upon the Selection Committee’s assessment and rating of the overall depth, scope and breadth of an applicant’s experience, knowledge, background, and expertise as it relates to the field of EMS. Education and training requirements as described in the Job Description will need to be obtained within a timeframe that will be set by the Fire Chief. Top-rated applicants will be asked to complete a nationwide criminal background review packet and will be required to participate in an oral interview with the Selection Committee. Applicants who do not make it to this point in the review process will be notified by email. Any questions regarding this posting should be made to: Assistant Chief Jeff Kosto [email protected] Murrells Inlet-Garden City Fire District POSITION DESCRIPTION Division Chief of EMS DEFINITION Under general direction, to plan, organize, administer, coordinate, and evaluate the Emergency Medical Services Program for the Fire District; to provide medical training and rescue support, and to perform related work as assigned. POSITION CHARACTERISTICS This management level position is responsible for developing and coordinating the Emergency Medical Services Program, which includes the coordination of training and certification of staff and administration of a continuous quality improvement program. The Emergency Medical Services Officer is expected to exercise considerable independent judgment and initiative in planning, implementing, and modifying the programs to meet departmental needs. Administrative direction is received from the Assistant Fire Chief. The Division Chief of EMS does not have the ability to take the command of any Fire scene. However, the Division Chief of EMS will be responsible for rehab and any EMS personnel that are not directly involved in firefighting activities. EXAMPLES OF DUTIES • Plans, coordinates, and implements all EMS policies and procedures within the Fire Department’s Emergency Medical Services Program. • Evaluates the performance and operation of EMTs, Paramedics, and emergency medical procedures and protocol. • Prepares and coordinates yearly EMS training and EMS related certifications. • Responsible for the management of various EMS related committees and task forces. • Coordinates facilities, materials, and course participant scheduling for training courses. • Prepares and maintains a variety of records. • Oversees the EMS supplies and inventory program. • Conducts Level-of-Service reviews; evaluates results of such reviews and implements recommendations with the assistance of departmental staff. • Plans, organizes, coordinates, and evaluates EMS related departmental training activities to include updating monthly training calendar, special courses, visual aids, and other training materials. Position Description Division Chief of EMS Page 2 • Researches and develops improved training methods. • Provides EMS training opportunities so that personnel meet recertification requirements in a timely manner. • Evaluates effectiveness of training and recommends modifications to policies and procedures. • Maintains records and statistics on training results and participants. • Attends meetings and serves on committees in assigned responsibility areas as a representative of the department. • Reviews and recommends changes in standard operating procedures within the framework of departmental policies. • Assists in preparing assigned program budgets to be included in annual departmental budget. • Prepares reports, writes letters and maintains appropriate files relating to the assigned program. • May have fire suppression responsibility during periods of high fire danger or during major incidences. • May investigate and resolve citizen complaints. • Performs related duties as required. • Maintains department EMS related licensing. • Maintains Narcotic records as required by Dhec, DEA, and the department. MINIMUM QUALIFICATIONS Experience: Ten (10) years of fire/rescue experience with five (5) years as a National Registry Paramedic Education: Must possess a high school diploma or equivalent. An Associates or a Bachelor’s degree from a certified institute of higher Learning. PHYSICAL DEMANDS Visual acuity, hearing, voice quality, strength, dexterity, and sense of smell. Mobility to work in a standard office or field setting. Strength and mobility to act as a member of a fire crew and perform firefighter activities. Dexterity to walk, climb and carry heavy objects up to 100 pounds to assist in carrying bodies for extensive distances over un-even terrain. May require complex body movements involving balance and coordination while moving through restricted spaces. Hearing and speech to communicate in person, over the telephone and a two-way radio and vision to inspect outdoor sites and read printed materials and a computer screen required. WORKING CONDITIONS Willingness to attend meetings and classes; to work overtime, weekends, on-call, and on holidays in emergency situations; to work under adverse or hazardous conditions; to be willing to wear a uniform and to maintain a clean and neat appearance.
